About the Mission
IT operator of the Wallonia-Brussels Federation. As a public-interest body it designs, develops, maintains and evolves the information systems and technology infrastructure serving the administrations and institutions of the Federation. A central player in the digital transformation of the French-speaking Belgian public sector, it works on IT infrastructure (networks, security, data centres, cloud), custom business applications, digital project support (functional analysis, UX/UI, project management), cybersecurity and data protection, and user support and training.
As part of the ZEPHYR programme of the Office de la Naissance et de l’Enfance (ONE), we are looking for a Technical Scrum Master / Developer to guide a development team in applying Agile practices, backed by hands-on software development experience in Java / Angular environments. The role is primarily Scrum Master, with the ability to step into technical topics when needed.
The Technical Scrum Master ensures the team runs smoothly, facilitates the Scrum ceremonies and removes impediments. They also make sure technical constraints, dependencies, risks and software quality are properly reflected in planning and follow-up. They work closely with the Scrum team (developers, functional analysts, testers, Technical Lead, Product Owner), project managers and other stakeholders.
ZEPHYR programme projects – Office de la Naissance et de l’Enfance (ONE):
- DOMES V2 – supports the follow-up of children aged 0 to 6: ONE professionals manage and edit the child’s record, create consultations and schedule appointments in the Agenda.
- Prenatal V1 – digitalises the social record of expectant mothers, supporting ONE professionals in their social follow-up throughout their journey.
- e-VAX 2.0 – replaces the current e-VAX CCR solution and modernises vaccination data management: better collection and exchange of vaccine data, a cross-cutting vaccination card, vaccine supply-chain tracking, and data-driven decision support for the vaccination programme.
Facilitation & steering
- Organise and facilitate all Scrum ceremonies (daily, sprint planning, review, retrospective).
- Ensure the Agile methodology and Scrum framework are properly applied.
- Facilitate collaboration between the team and stakeholders.
- Track and improve velocity and team performance indicators.
- Detect and remove impediments.
Coaching
- Promote Agile and Scrum practices across IT teams.
- Support the Product Owner in managing and prioritising the product backlog.
- Foster team autonomy, ownership and collaboration.
- Adapt Agile best practices to the project context.
- Build a climate of trust and respect.
- Understand the technical issues the team faces and facilitate technical decision-making.
- Work closely with the Technical Lead and developers.
- Ensure technical constraints are reflected in estimates and planning.
Performance
- Help the team deliver quality increments that meet the Definition of Done.
- Monitor key indicators (velocity, burndown, deliverable quality).
- Identify improvement areas and implement concrete actions.
- Foster a culture of feedback and continuous improvement.
Communication
- Ensure transparency on progress towards management and stakeholders.
- Align the team with the product vision and priorities.
- Ensure consistency of practices across Scrum teams.
- Share knowledge with other Agile / Scrum teams.
Consultants work under the same conditions as internal staff: hybrid mode with a mandatory minimum of 50% on-site presence. The mission is conducted exclusively in French.
Required Skills
Scrum Master (Confirmed), Agile / Scrum frameworks, methods and tools (Expert), KPI tracking (Expert), multi-team coordination (Confirmed), iceScrum or equivalent (Confirmed), Java / JEE / Spring Boot (Confirmed), Angular 21 / Material (Confirmed), REST / OpenAPI and service-oriented architecture, SQL / DB2 / MySQL, JUnit / Mockito, Git / GitLab CI/CD (Docker), IndexedDB / Dexie / Service Worker (Junior). Soft skills: excellent written and oral communication, ability to unite, inspire and motivate a team, team spirit, diplomacy and listening skills. French (Native).
