Providing a transport service to the population, a large part of the staff works in the Tram, Bus and Metro Business Units. STIB-MIVB has internally all the administrative support necessary for the proper functioning of all its activities and puts everything in place to comply with the law. In this context, STIB-MIVB wishes to prepare itself to be compliant with the Belcotax 2.0 and eGov 3.0 LTDS declaration programs (Loondata – Transfer / Transfer of Salary Data) which is a modernization initiative of the Belgian e-Government Social aimed at profoundly transforming data exchanges between employers, payroll partners and social security institutions. A new declarative model is introduced which is data, event and register oriented, intended to gradually replace historical mechanisms such as DMFA and DRS. The eGov 3.0 program aims to modernize exchanges between institutions by improving the reliability and updating of social data. This makes it possible to simplify the granting of social rights, reduce administrative procedures and better adapt to the labor market. But, it also influences the management of HR and payroll data, particularly in terms of data management, corrections and compliance checks. We are thus moving from periodic and aggregated declarations to more frequent exchanges. The technical impacts are significant and include in particular the adaptation of data models, the establishment of new exchange interfaces, the strengthening of quality controls and the management of a transitional phase of coexistence between old and new flows. Mission objectives: In this context, STIB-MIVB wishes to call on a business analyst consultant with proven expertise in Time, payroll and post-payroll in SAP S/4. In this context, the mission consists of: Analysis & framing Analyze the AS IS of the Time, Payroll and Post Payroll processes Identify the functional impacts linked to eGov 3.0 and Belcotax 2.0 Translate regulatory requirements into concrete business impacts Design & specification Conduct workshops with stakeholders (HR, Payroll, IT, field, social secretariat) Formalize functional needs and specifications Guarantee the consistency of SAP S/4HANA adaptations Coordination & implementation Coordinate adaptations between business and IT teams Ensure monitoring of developments in relation to regulatory constraints Testing & validation (structured role) Define the test strategy (functional, integration, UAT, data quality) Write test scripts Supervise the execution of tests and contribute to pre-UAT Supervise and coordinate the UAT phases Validate the conformity of solutions to business and regulatory requirements Change & compliance Support teams in understanding the impacts Ensure compliance with the requirements of social institutions Prepare for production The deployment of eGov 3.0 is part of a multi-year trajectory, structured in successive phases of framing, specification, adaptation of systems, testing, coexistence and gradual switch to new mechanisms. Responsibilities: The Senior Business Analyst HR will be responsible for: 1. Analysis of existing processes (AS-IS) Analyze current time management and post-payroll processes, both: in the field (business operations) and in the SAP S/4HANA system Document current operation (AS-IS) and identify points of complexity or risk 2. Identification of impacts linked to Belcotax and eGov 3.0 Analyze the functional impacts of Belcotax eGov programs 3.0 – LTDS Declaration Evaluate the consequences on: Belcotax (post-payroll) DMFA (post-payroll) DRS (Social Risk Declarations) time management and payroll processes Translate regulatory requirements into understandable business impacts 3. Animation of business workshops Organize and lead workshops with stakeholders (payroll, Time, social secretariat, IT, field) Collect and challenge business needs Facilitate alignment between the different teams 4. Specification of functional needs Formalize functional requirements and necessary adaptations Write clear specifications for the teams involved Guarantee consistency between business needs and proposed solutions 5. Coordination and management of adaptations Ensure coordination between business and IT stakeholders Monitor the progress of adaptations linked to SAP S/4HANA Ensure compliance with priorities, deadlines and regulatory constraints 6. Organization and supervision of tests Define the test strategy (functional, integration, UAT) Execute pre-UAT Organize and supervise the test phases with the Payroll, Time and social secretariat teams. Validate that developments meet business and regulatory requirements 7.
