About the Mission
Context At SPW Mobility and Infrastructure (SPW MI), it is necessary to have a centralized and reliable tool for managing requests for authorizations for passenger transport (transport of less than 9 seats (taxis) and more than 9 seats (coaches)). To date, processes are partially or barely computerized, still relying on heterogeneous files (e.g. Excel files), which complicates administrative management, monitoring of authorizations, as well as controls in the field. Furthermore, new regulatory obligations require the SPW MI to provide users and agents with up-to-date and reliable information concerning authorized operators, in particular in order to improve legal and operational security. Objectives The objective of “Requests for Authorizations for Passenger Transport” is to create an integrated digital tool making it possible to: Centralize all requests and authorizations in a single database Simplify and secure the management of files by processing agents Facilitate field checks by inspectors (real-time or delayed consultation) Improve transparency and information for users, particularly on the legality of operators Reduce processing times and improve data quality Main activities The team concerned by this mission will be responsible for: Designing and developing: a backend exposing the business rules and access to data a database consultation tool for agents an Android application intended for field checks by SPW MI inspectors Implementing the transfer flows for existing data Integrating new data linked to authorizations and operators Ensuring compliance with the technical and security standards defined by SPW Digital Collaborating with stakeholders business to translate functional needs into technical solutions Key functionalities of the application The application will notably make it possible to: Introduce, process and monitor authorization requests (in ALTAIS) Consult valid authorizations, their duration, the vehicles and operators concerned Quickly check, during checks, whether an operator or vehicle is authorized Have a history and traceability of decisions Guarantee the security of access according to user profiles (agents, inspectors, administrators) Expected deliverables Operational back-office application Documented and secure API Structured and powered database (recovery + new data) Android application for field controls Technical and functional documentation Logging and audit mechanisms in compliance with SPW requirements Power BI reporting on transport 9+ Governance and technical framework Developments will be carried out on the basis of recent technologies, in compliance with SPW Digital standards and meeting the needs expressed by users. Management of the project and the team will remain the responsibility of a Digital Project Manager. The interview could take place remotely if circumstances require it. Work regime: this mission is a part-time mission of approximately 2.5 days per week.
