About the Mission

1. Presentation of ETNIC
ETNIC (Enterprise for Information and Communication Technologies) is the IT operator of the Wallonia-Brussels Federation. A public interest organization, ETNIC’s mission is to design, develop, maintain and evolve information systems and technological infrastructures serving the administrations and establishments of the FWB.
A central player in the digital transformation of the Belgian French-speaking public sector, ETNIC operates in various areas such as:

Management of IT infrastructures (networks, security, cloud),
The development of business applications,
Support for digital projects,
Cybersecurity and data protection,
User support and training.

In this demanding context, ETNIC collaborates with external partners to strengthen its teams on missions with high added value.
2. Mission
As part of the implementation and evolution of its Center of Excellence Power Platform, ETNIC wishes to strengthen its teams with a consultant specializing in Microsoft architecture, governance, security and integration.
The consultant will work on an environment combining Power Platform and Azure, with strong challenges in terms of:

environmental governance,
security and access control,
management of data flows and integrations,
structuring application life cycles.

The mission consists of:

maintain and develop the existing governance framework,
support teams in the application of defined standards,
propose and structure developments to increase the maturity of the platform,
provide expertise in architecture, security and best practices.

The consultant will mainly act in an advisory, validation and framing role, with strong interaction with internal teams.
 

3. Activities
1. Power Platform governance & environment management

Contribution to the definition and evolution of Power Platform governance practices
Validation of environmental management strategies and their structuring
Analysis of platform uses and recommendations for improvement
Supporting teams in the application of defined standards

2. Microsoft architecture (Power Platform / Dynamics 365 / Azure)

Review and validation of the architectures proposed by the project teams
Contribution to the definition of architectural principles and guidelines
Supporting teams in translating business needs into coherent solutions
Participation in the orientation of technical choices and the evolution of the roadmap

3. Security & access control

Advice on the application of security principles (security by design)
Validation of access and role management models
Review of data flow control mechanisms
Identification of risks and recommendation of mitigation measures

4. Data integration & management

Review of integration architectures and data flows
Validation of exchange mechanisms between systems
Advice on the security and traceability of exchanges
Checking alignment with governance and security rules

5. ALM, DevOps & lifecycle management

Advice on structuring ALM processes
Validation of the organization of environments (DEV / TEST / ACC / PROD)
Recommended best practices for CI/CD and DevOps
Supporting teams in the application of delivery standards

6. Advice, support and continuous improvement

Carrying out maturity assessments
Identification of areas for improvement of the platform
Support for technical and project teams
Contribution to the evolution of the Center of Excellence

The mission is planned for a duration of 25 days to be carried out between 08/24/2026 and 12/23/2026.
